RATS was born in 1995, from personal need and the determination of its founder, Joan Manley, and supported by the 1993 Needs Assessment Report of the Rockbridge Disability Services Board.  From the start, Joan worked from her kitchen  to match ride requests with local providers such as Tom's Taxi and Patient Hospital Transport and raised funds to supplement trip fares for those in need.

This small and simple, yet effective beginning, has grown into a large complex operation.  RATS now serves any Rockbridge/Alleghany area resident who needs transportation through our paid staff of drivers, schedulers, and administrators using a fleet of 12 wheelchair accessible vans, 3 cars, and one SUV.
